Quadratic Funding Pallet Open Grant Milestone-1 Accepted by Web3 Foundation

The Milestone-1 of our open grant to build a quadratic funding pallet on Substrate has been accept by the Web3 Foundation. Code was merged yesterday (pull request #104 https://github.com/w3f/Grant-Milestone-Delivery/pull/104).
The quadratic voting and funding pallet will serve as one of the first on-chain governance modules on Dora Factory. The actual progress is beyond this grant. We are finishing frontend integration with HackerLink in recent days and deployed a substrate node to host this pallet for testing purposes.
